Common no-go signals

  • urgent execution timelines that cannot absorb grant process cycles
  • unstable scope with unresolved delivery design
  • weak evidence for value-for-money and supportability
  • low internal capacity for documentation and controls

Better alternatives in these cases

  • accelerators for capability and market access
  • pilot funding for deployment-led validation
  • financing structures where speed and flexibility are priorities
